in the episode the rivals, he creeped up on Laura with a grin and said "HOW ABOUT A KISS FOR UNCLE JOHNATHAN"

He was a creep. And when he wasn't being a creep he was an uptight. The man had no chill.

I don't think he was asking for a romantic, sexual kiss. Back in normal times it was commonly accepted that small children would kiss adult relatives or close family friends on the cheek.
