I gave it a 1. I almost rated it a 2 for the transformation scenes, but I just couldn't go that high.

to be honest i sort of like it, it has a remarkable story and real groovy atmosphere, some of the acting in some roles are a bit so and so i guess, but you won't find another movie like this, i'm surprised the board wasn't more packed, it's an old werewolf tale taking place in washington with a well known lead, then it also contains a bit of an igor / mad scientist frankenstein and his monster appearance (the scene where it appears as if frankenstein's creation is laying on a table) which as somebody has already pointed out seem to have nothing to do with the rest of the (main) plot, it's sort of hard to explain this movie, is it suppose to be a bit funny or what, but it has a lot of real crazy scenes in it, in all werewolf movies i've watched i find myself thinking it's a bit of a let down when the fortune telling woman and the guy / wolf man parts, i suppose because she's the only one he can trust and she's the only one who knows his secret and understands what he's going through, it's impossible to find the werewolf as an evil monster as with "dracula" or "the mummy" for example.
