I don't know if you know it by now (a year later!) or not, but PJ was also in Peter Bogdonovich's other movie Texasville, which was a continuation or sequel to The Last Picture Show. I'm sure Peter knew what a talent PJ was and that was a determining factor of him casting her in both the Paper Moon and The Last Picture Show movies.
If I were a betting person, I'd say that PJ was probably the daughter of someone he knew or and he cast her in the film because he thought she had talent and thought the exposure would get her cast in other movies. It's either that or PJ maybe didn't even live in California (maybe Kansas?) and she concentrated on raising a family or going to school.
You have to also remember that that was the 70's and there weren't many parts for someone of her type.
