is only subbing maybe half of the french dialogue that's spoken intended? i can remember in particular the scene of the CEO yelling at who he thought was the guy shuffling/taking paperwork. only a 1/4 of his rant had to of been subtitled.
sharealso another blu ray related question, but in the terry jones introduction in the beginning where he mentions seeing a 70mm preview before seeing the film in the theatre, he's talking about just a preview of of playtime right? it caught my ear because i seem to remember a movie closely titled as "70mm" and can't think of what it'd be.
sharePlay Time was definitely in 70mm; in fact, Tati personally lost a lot of money because (initially) he refused to make any 35mm prints at all. The idea being that you're supposed to see this on a *huge* screen, so that all of the gags would be readily visible.
The sporadic subtitling is intentional. A lot of the unsubtitled dialog is either not French (in the scene you mentioned, if I recall correctly, aren't they speaking German?), or it's purposefully unintelligible.

Like Mr Bean, the humor of Jacques Tati is universal and non-language specific. Most of the dialogue is irrelevant, sometimes it's even a gag that nobody understands what's heard, as in the unintelligble speaker at the train station in Les Vacances de M Hulot.
It's subtitled where it is important. If you notice, all of what isn't subtitled is just 'busy' noise, people muttering, or doing things which it is clear what their intention is. Even if you can understand French, you might not pick up on a lot of what is said as you aren't meant to be listen to it for it's content, it is just to illustrate people are talking.
If they subtitled it, it would completely change the intention of the scenes, drawing your attention to the content of noise which was there just to be noise. It would be like subtitling the sound of a car with explanations of what is going on inside the engine.
