I suppose China, right? Is it any clearer in the Japanese version (I've watched only the Japanese version).

I'm pretty sure they left it ambiguous to avoid making villains of another country. For all we know she could be from a fictional country like the one in Mothra.

As he says you're not Japanese Chinese Thai or Vietnamese or Burma so that only leaves North Korea ...

It could have been the Soviet Union or any number of other countries.

He says "You're getting warmer..." so maybe it's Australia or New Zealand.
Brunei? I'm not sure if they were independent back then.
