How does Herman have any relatives?

He was made - not born in the conventional sense.

Was he adopted or something?

Herman's "biological" family is the Frankenstein family. His father is Dr. Frankenstein, he has a twin brother Charlie (they were both built at about the same time) as well as a cousin Johann (an earlier construction of Dr. Frankenstein's). Given his relationship to Johann, it's not unreasonable to assume that the original Frankenstein monster would also be considered a cousin to Herman.

At some point in his youth (and prior to marrying Lily) he went to England and was adopted into the the noble Munster of Shroudshire house, culminating in the events of Munster, Go Home! That's how he ended up with human relatives in England as well as the Munster name.

Then again, wouldn't the people whose parts made up Herman's body have relatives?

Going by the "in-show logic" of the Munsters, the former owners of Herman's parts were never considered relatives. I think it was a matter of the sum being greater than the parts.

Interesting. This could be a plot hole. I have faith in Rob Zombie that he will address this. I expect a big backstory on Herman, like he did with Michael Myers in Halloween
