Had there been a movie with the original cast

According to Peter Graves, Paramount had always wanted to do a Mission movie and there had been many ideas circulating for years, until eventually Cruise and Brian DePalma got their hands on it. This is based on interviews with Graves in 1996. Does anyone out there know anything about written drafts of screenplays that were put forward? I've probed the internet and can't seem to find anything.
