Why not leave the shears? (spoilers)

Overlooking the question of where he got a second portrait, why didn’t Mr. Kelsey leave the shears in the painting? The whole point was to entice people to thoroughly investigate the house. Wouldn’t a maimed portrait have been more effective to that end?
