No, I don't think she had anything to do with it. Jed leaving was what caused it. Once she saw him leave she was hell bent on killing the girl.
It is true that he used that moment to exit the hotel room, so in a sense Mrs. Ballew had a hand in it, but really it was Jed and Jed alone.
