Betty Grable

She would have been great for the role.

Well one year earlier she starred in THE BEAUTIFUL BLONDE FROM BASHFUL BEND which seems very "inspired" by AGYG and it was one of the biggest flops of her career, even with a great director like Preston Sturges at the helm.

I still believe Betty Hutton was the best of any possible Annies much like no one but Vivien Leigh could have played Scarlett as well despite the many wonderful actresses who wanted the role.

TBBFBB was 1949 when TV was making quite an impact and many films around that time were flops.

Joan Bennett or Paulette Goddard would have made great Scarlett's.

Perhaps Grable would have been good, but Hutton was perfect so there was no need to have replaced her.
