It's not about friggen bicycles.

It's about a snapshot in time right after WW2 when Italy was still in ruins and portraying the poverty that most people lived in. Look at the desperation of the characters having to hock their good bedsheets & china just to get money to buy food. It's desperately sad social commentary.
