Yes, he is a dumb ass, evil, arrogant bastard. All a tribute to Robinson's great acting ability. Hate the character, love the actor.

True. Totally irrational to shoot his last henchman but a believable act for a Rocco as played by Robinson.

I thought that Frank killed him through the roof, but following your post I re-watched the scene and I think you're right. Thank you.
