Definitely. It has comic moments, but it's equally a drama, a thriller, and a satirical cautionary tale with a political edge. It's a bit of a jumble which is why it didn't do so hot when it was first released, I think.

To be honest, I do think it stretches in a couple of directions too many for its own good and robs itself of a real consistent throughline.

Nevertheless, it's better than 9/10 of the junk they put out. Chaplin was a genius, even when making something a little scattershot.
