Unidentified supporting actor (comic?)

In the first half of the film (Vienna), Fredric March's character buys a false passport, giving him the name of a dead man, so that he (March) can work "legally" in Austria. The little, bald-headed man who sells this false passport haggles with March over the price of the false document (500? 300? eventually 400). This seller of false passports plays the episode for comedic effect, and the result is memorable in the total film. But WHO plays this comic passport seller?--Steven P Hill "S (DASH) HILL4 (AT) ILLINOIS (DOT) EDU"

That was Joe E. Marks. He didn't do that many films. He learned his comic character roles from years in burlesque.
