Was That Bela Lugosi ?

I know it's not, because I Would have read or heard something about it by now. It's the scene at the very beginning, a man is staring at a waiter who to me at least looks like Bela Lugosi. The club owner asks the other man what he is stareing at. The scene has nothing to do with rest of the picture. Any thoughts?

I don't think he looks anything like Bela, and the kid waiter is staring at the maitre d' anyway.

No, he was in Abbott and Costello Meet Frankenstein
