Well, the real life "Kane", W.R. Hearst, never became president. He did serve two terms in congress, but lost elections for mayor of NYC and the presidency, and that was while he was newly married and free of scandal. So even though he owned the world's first media empire, it wasn't enough to give him unlimited personal power, even when he was seen as totally respectable.

So I would assume the fictional Kane wouldn't have been president either, if there had been no scandal.
