I agree on the rating - kind of a weaker entry in the series. The highlight for me was Judy Garland's rendition of "I'm Nobody's Baby". Diana Lewis, later Mrs. William Powell, plays "Debutante", Daphne Fowler, but doesn't have a lot of screen time.

Agreed. Some cliched plot lines and not quite believable developments.
