Who was the president?

The most obvious is probably Franklin Roosevelt, who contracted polio in 1921 and went on become president in 1932. He was president at the time this film was made. There are other possibilities, but FDR's the most probable.

This is a New Deal era film. I am certain he is referring to FDR.
