According to him Whites in South Africa should be "punished"

He once complained how Whites in South Africa were never punished for apartheid. Punished for what? Bringing civilization to South Africa? Enabling Blacks to have 3x higher standard of living than in the rest of Africa? Dissolving apartheid purely for moral reasons?
