What is this guys appeal?

For the life of me, I cannot understand why this guy is a famous successful comedian. I mean, Mr. Bean is one of the dumbest things that I have ever seen. For his new movie, he is shown licking soup off of a computer and getting his tie stuck in a machine (an already bad joke that's been done to death).
I have heard people say that his humor is a British thing (I am American), but even that doesn't make sense to me. I have seen both styles of British humor (extremely dry [The Office] and very outlandish [Monty Python]) but I don't feel that he fits into either of these categories. While I am sure people would more readily put him into the Monty Python-type category, I think that he is just stupid, not wierdly brilliant like Python.
Anyone who actually likes him, could you please explain to me why that is, and perhaps give me a specific example of anything that he's done to make you laugh? I am not trying to make you feel dumb for liking him, but I really just don't get it.
