eBay nightmare! What can I do?

I purchased a collectors clock, $410 USD, and to avoid the Australian tax they add on, I put the address to the Hilton Brazil and messaged the seller and said "please send to Australia, not the checkout address".

He started to say I had to change it in PayPal. I said I couldn't, and what's the big deal? He ignores me, and then decides to send it to Brazil!

He says "well I told you to change the address".

What can I do? He purposefully ignored me and decided to send it anyway. I stated about three times do not send.
