Looking for the name of the movie

Hello everybody! I'm new to the forum. I was wondering if somebody could tell me the name of this movie. Only couple of scenes are stuck in my head and I can't remember anything else. But since among you guys are a lot of movie experts, I came for help. :)

Small girl gets raped and killed. So the whole thing gets investigated and so on. Later it turns out she was killed by one of the electricians repairing the utility poles or workers cutting the tree branches. I know he saw her from above and planned the thing. I am more certain it was one of the workers cutting the tree branches. :)
