Horror movie (solved)

This film from the late 90s or early 2000s.

I remember this film about people stranded in the middle of nowhere late at night.

There is a mystery car circling them. All of a sudden a police car shows up, and they tell the officer about the mystery car. The officer talks to them, and then the officer returns and tells the protagonists that the car is lost. He cannot arrest someone for being lost.

I don't remember the rest of the film. I need to know what's called.
