Titles of 2 movies

Only remember a scene of each.
Maybe late 60s to late 70s (sorry!).

1) Movie opens with two guys (cops?) in the ER. They have been shot multiple times. Flurry of activity all around them.

2) A guy is being beat up in a dark alley. At the mouth of the alley is another guy undecided whether to intervene or not. He takes a step into the alley and back out, looks around, starts walking away, stops, comes back...
When he finally comes into the alley the guy is dead.
