Network TV movie from the late 70s


This might have been a theatrical movie that went to network TV because it featured some pretty gritty scenes involving inner city crime and dirty cops but anyways, I don't have much of a plot other than it showcases the lives of several concurrent characters from a police precinct to street people.

The faint memories I do have are of a particular scene where a homeless guy with missing limbs (probably a Vietnam vet) and riding a makeshift skateboard platform to carry himself around is harassed by two (or maybe just one) cop(s) and the skateboard platform is taken from him and thrown into a huge dumpster along the street where he is unable to retrieve it. The cop(s) may have been black and the homeless guy was white. In another scene there's a brief love scene between a black man and a white woman. I don't know if these characters were cops or street people but I remember being surprised to see this level of interracial intimacy on network TV, even for the 70s.

Really? Which one because it shows a bunch of seasons and it takes place in Los Angeles. The program I remember took place in a cold high rise city scape and the cops dressed up in East Coast cop attire (black hates, dark coats).
