Help: Can't remember movie title and it's costing me sleep!

Hi all, hoping you can help where everyone else has failed. I remembered a film I saw around 20 years ago and I can't remember the title.

It was an English movie, set in England. Guess straight to DVD.

Plot was: there is a guy rescued/indebted/socially awkward may have been autistic and raised by /owned by a guy who from memory looked a bit like Michael Gambon , and when called upon he had to rape/slowly kill people for others pleasure (a social upper class watched) - a particular scene is in a barn in the middle of nowhere with lots of people watching as he did it. Bad guy had completely tattooed chest and was older.

From memory he had a change of heart when he falls in love with a single mother, decides he wants out, goes to police and confesses - turns out the head of police is in on it as he sees him in station and realises his confession won't be of use. Near the end he is in a field/cliff with his boss/master/father figure who gently say to him as they talk its him or the girl/her kid so the guy takes a walk off a cliff/kills himself
