Whiny guy constantly asking "does that seem right to you?"

I remember a series of scenes either in a film or TV episode I'm not sure. There's a guy, I think he may have the protagonist hostage but if not there's a reason the protagonist has to be diplomatic with his/her responses. This guy has a habit of making whiny complaints that make no sense finishing with "does that seem right to you" This is not an actual one, but it would be similar to "disabled people can use disabled bays even when they're not tired, and I can't use them at all no matter how tired I am. Does that sound right to you", that kind of clueless whineyness with an appeal for agreement. Anybody remember where this is from?
