I saw this movie decades ago with friends and I've never been able to find it.. can you?

So ... this was ages ago, so my memory isnt the best. It was like 1999 and I was with two friends watching his chronically broke father's pay tv.

It was a movie which reminded me of Waterworld optically but I dont think it was - unless it was the directors cut or something? But I dont think it was Waterworld. There was a dude who was like a leader of a tribe of evil goons and he was sitting on a throne. They had taken one or several prisoners and he said to a captured girl "What's your name?" and she says "F##k you!" and he says "F##k you, come here!"

Obviously this brilliant dialog stayed in my memory but nothing else and I havent been able to find it.
