Yes, they are more than just friends. Jane is attracted to Robin right after Robin says she used to sang Close To You by the Carpenters. A few scenes later when Jane sells her piano in New York she's playing Close To You. Later on when Holly tells Robin that Jane is gay and that gays loves uniforms is where Robin questions her sexuality. In the hospital in Tucson where Jane finds out that Robin has Aids they talk about Jane being gay. Jane tells that Robin that she is not into Robin, because she's a Carpenters fan. Robin laughs and tries to grab Jane's hand, but she pulls away. That's when Jane realizes that she is in fact in love with Robin. The scene after that where Robin goes crazy and tells Jane that she has nowhere to go and Jane says that they will stay where they are is where Robin makes the big connection with Jane. Throughout the roadtrip it's clear to me that Robin feels alone, specially in dealing with her desease. In that moment in the hospital she finds trust in Jane that she is there for her and that she's not alone. The moment when Robin realises she's in love with Jane is when Jane plays Superstar by The Carpenters on the piano that she gave to Jane as a birthday present. Holly also knows about the more than just friends thing when Holly, Abe, Robin and her mother are having dinner. "It's not like they were f***cking or anything.....or were you?" On Robin's deathbed they admit to each other that they love one another. I think Jane falls for Robin the moment Robin says that she used to sing 'Close To You' by The Carpenters. A few scenes later Jane sits behind her piano right before she sells it and she plays 'Close To You'. Throughout the movie Jane constantly teases Robin that she's a Carpenters fan.
