He was telling the crowd to put their hands up if they were from the part of Detroit that is in the 313 area code. It was to call out the fact that Papa didn’t come from that area. As his rap later shows, Papa was from another suburb that was well off and he was fake.

Yeah, Penny was briefly mentioned in the original when the carrier commander at the beginning mentioned Maverick having a history of being trouble with his “high speed passes by air control towers, and 1 Admiral’s daughter.” Goose mentioned the name “Penny Benjamin”.
And then went home triumphantly to Starla. Rex was no failure
He died in part 4 (the final chapter). 5 was an imposter Jason that audiences hated. The title ‘Jason Lives’ was used to make the audience aware ahead of time that the real Jason was back.
