Thanks for trying, but that is not it. It's quite possible that the toy in question was not a soldier. This all takes place in a toyshop. The toymaker is very stingy. There is a man and his wife who worked for the toymaker who would sneak in at night and add paint to the toys. Because the toymaker tried to conserve on paint.

Looks like it.. Wasn't available on stream, so I ordered the disk. Won't know for sure till I watch it, Regardless of whether it is or not it is the type of movie I want in my collection.
Thanks. This is the correct movie, but for some reason the beginning is different. The one I remember is Danny Devito winning the trifecta at the track, he then losses it all in a card games with some mobsters. In this movie it begins with Danny putting on a fake suntan and being ridiculed by those same mobsters.
