It’s a cold water storage tank, which supplies water to the hot water cylinder and maybe some cold taps in a gravity-fed or vented water system. It’s pretty common in the UK. Maybe not in the US?

Copeland, the black prisoner, wasn’t killed because of Kimble - they would have been searching for him anyway (once they realised there were only two dead inmates in the bus/train wreck). And I suppose the cop on the subway was killed partially due to Kimble’s escape, but Sykes would be going down for that.
Splashing water like this is a common way in Asia of limiting the amount of dust blowing around. As for the photo on the desk, I think it’s probably a picture of Ryusei lying down and laughing, given to them by the Saikis (although the resolution on my tv isn’t good enough for me to be sure).
No, he was angry with his parents. The next scene is him on the bridge, considering throwing the bag of books into the water. He recalls his father saying they’d call him every couple of weeks. Which they obviously didn’t. However, he then remembers his father saying he has a gift, which changes his mind and makes him determined to prove that right. The toothache is an excuse. The money is either to send to his parents or so he can visit them, to show them he’s making it. And this is the moment when Red and Seabiscuit start winning.
