Have you seen The Wire? There is a line in the first season, where a cop mentions something like "the war against drugs", and the other replies: "this is not a war. Wars end." (paraphrasing).
Is the same thing here. The slums are an endless source of crime and violence.

I got you. It was an accident/suicide. He was depressed, but knew the fall probably wouldn't kill him, so he contemplated the idea. But he slipped and fell. The couple actually had an argument (the kid was conflicted about this and lied), and the last thing the wife said to him was an angry "why don't you jump off the windowsill?". Obviously she will regret this for the rest of her life.

True, but narratively speaking its not interesting, IMO. It makes the character lack depth. It feels like he is saying "look what an asshole i am, look how evil and prejudiced i am, LOOK! I bet you hate me right now, RIGHT?!?!?" :/
