Other than the rape, the rest sounds a lot like Platoon.
Missing in Action has Chuck Norris as a former soldier who goes back to rescue some POWs, and at one point he jumps out of a river and shoots some people in a boat.
That’s happens in The Ultimate Lie (1996) and Knock Knock (2007)
Edit: actually Knock Knock seems to be a completely different film the Google has conflated with The Ultimate Lie - I don’t know what to make of it.

I remember seeing an awful film in the 80s about someone who could astrally project, and his mother beat him with a broomstick. Does that sound like it? I can’t find what it was called, but a couple of things that it could potentially be are:
The Astral Factor (which has a dead, abusive mother)
Dreams Come True (which sort of looks like what I remember, but I don’t recall it being a comedy)
