No , its supposed to be Data. From what I saw, it was flashbacks or Picards dream that Data appeared in.
They did a pretty good job covering his age up. Dont know how they did it, but it worked

She was killed in first episode of season 3 . Chandler was to be on that plane and decided last minute to stay in China.
