OK, here is the reason: Forrest left the cop John Hunt a personalized $100 bill at one of the robberies (see 39 minute mark of movie). The cop John gave it back to Forrest at the end as a way of letting go of the case.
He lives. For sure: This movie is an English remake of the French Film "Pardon mon affaire", and the French had a sequel, which picks up the story from this point on. He is definitely alive for the sequel!
That is one interpretation. Other is that Maxine (that is the name of the casanova, not Romain) is divorced, but could not tell Julie about it. A few minutes later in the movie, Julie wonders how she is going to tell Maxine that SHE has a baby. So both of them have kids, and neither has mentioned them to the other.
