As mentioned above, he couldn't lead her to places. He wanted to see if she could lead him. There was always going to be some doubt in his mind about her stories because she starts off lying from jump street. My real question, tho we assume the answer is they must have been paid off, was why/how did Phoebe's parents say she died a month after Cora left? Her dad was a janitor (not sure if mentioned in this movie tho). She would not, at that age anyway, be accepted regardless of how she looked. She wasn't apart of any school organization that we could see. The insecure bully girls would have bullied her more because of her looks. Agreed. In this chapter one, they certainly didn't explore that as much as the mini or the book. Just a thought but they are in fact dead but will now be able to be found providing closure for their families. IT still got your money. They certainly need to be. I was bored with the adults in the mini-series and I was bored with them in the book. Scaring kids is much more believable than adults I guess. She's acting in the private sector. She wouldn't be bound by the laws/ethics as a public practice would.
