She had to know exactly why he enlisted her help. It was to get rid of his wife, so that they could be together. There was no reason for the plot the two of them entered into, other than to kill Elster's wife.
Columbo knew that she had only weeks to live. Her physician husband knew it, too, which is why he needed to prevent her from trying to resume her career.
Her friend and dancing partner, Ned Diamond, prevailed upon Columbo to delay her arrest in the interest of saving her name and reputation.
Columbo saw that going ahead with an arrest, filing of charges, medical competency tests, and a potential jury trial was a moot point given her impending death.
I agree that the montage used to indicate the time the trainer spent re-programming the dogs was a little unbelievable.
Another thing about this episode I don't understand, or maybe I'm just not recalling it: How did the murderer get the dogs back after they were locked up for killing the victim? Weren't they going to be put down? And then at the end of the episode they were back in their master's house.
I've been watching!
There's something special about watching Columbo on tv, rather than DVD or on-demand. I think it has something to do with sharing the fun of watching with others in real-time.
Same! I'm old enough to remember when "Columbo"was first broadcast as part of the NBC Mystery Movie on Sunday nights back in the '70s, along with "McMillan and Wife" and "McCloud".
It's fun to be able to continue that tradition today.

Wow, that really does sound like a big plot hole. I'll have to go back and watch that one again!
That was "Columbo and the Murder of a Rock Star". I've only seen that episode once, but I believe the "gotcha" was that the murderer was deliberately caught by a traffic camera, proving he was elsewhere at the time of the murder.
Columbo proved that it wasn't the murderer driving the car at the time, it was someone wearing a mask of the murderer's face. He used shadows to prove it was a mask.
Pretty shaky evidence, for sure, but what's the plot hole you spotted?
Agreed, Falk did a nice job on the direction of that episode. There were some especially nice shots around the construction site.
I also like the plot point you mentioned, about Columbo being perplexed as to why the radio station in Bo Williamson's abandoned car was set to classical music. After he learned that Williamson never listened to classical, Columbo began to wonder if maybe someone else had parked the car at the airport.
