From what we know she's a former Borg drone "liberated" by Romulans who are running experiments of some kind in a captured cube. Presumably they want their empire back and believe that Borg tech is the key. Who knows why she's important in particular. Maybe the Queen was using her body as an avatar shortly before that ship was severed from the collective so she retains key knowledge that could unlock all the systems on the cube. Something like that. Both the Romulans and the Federation would want to get their hands on her.
