The bigger picture (major spoilers)

So, did Forest ever have a plan for Devs, beyond seeing his daughter? It reminds me of the 'men like you built the hydrogen bomb' line in T2, as if doing something just for the sake of doing it. Not considering the potential uses. And with the Senator getting to see it, where would the idea go from there?
