Was that supposed to be Bib Fortuna sitting on Jabba's throne? Or just another of his species that wasn't on the sail barge. We did see Bib on the barge prior to it being destroyed.
Yes it was Bib, played by the same actor who played him in Phantom Menace, and (I just learned this) carrying a staff that previously only existed as an accessory to the Bib action figure
I.e., the staff wasn’t in Return of the Jedi or Phantom Menace ... it existed only as inexplicable addition to the toy

He wasn't shown actually dying in "Jedi."
He might've jumped overboard before the final explosion.
In contrast, we were explicitly shown that Boba Fett wound up inside the Sarlacc. While there are numerous fan theories and at least two formerly official explanations as to how he survived and escaped, there's been no canon explanation for that either.
