shareNo, but they have certain beliefs. For example they believe that if you beat up (or kill in this instance) enough people, bad things (what they think bad) won't happen.
Thing is, even extraordinary people people, people who change history, people like Hitler or Lenin - they don't appear by magic. They are always an answer to a critical social issue. If that "Real America" stuff in the movie lead to a civil war it means the future America will have too many angry and desperate people. Killing a couple of racists and a bunch of grandparents of future racists won't change that. She would have achieved a lot more if she went back and killed those politicians who made decisions which led to "her" America.
I think the movie deals with the fact that "those politicians" also have their influencers. This can be indeed a bus driver they have a discussion with. Or maybe one of those nobodys will raise a future politician and killing this nobody prevents a catastrophic future... We cannot tell, but people in the future can see the correlation much better.

Who says that all they were working on was the time travel part? Maybe they had some kind of artificial intelligence running in the background, busy with analyzing the relations between people in the past? Just to find out those who might have caused a wrong turn in history...
I like this idea much more than the one shown in Terminator. Because there those killer robots don't waste the slightest thought in the collateral damage they cause and in its impact on the future.
Both ideas are equally stupid.
On the long road to a scientific solution to time travel there bound to be discovered better ways to find a fix for both Skynet and future neo-Marxists.
