The black woman at the end (psychiatrist) was supposedly to be Harley Quinn?

If Todd Phillips' intent was to give a subtle nod to the Dr. Harleen Frances Quinzel character, he wouldn't have done it by casting an actress whose physical characteristics are the polar opposite of Quinzel's only to have Arthur eventually kill her and run around Arkham Hospital with, literally, her blood on his hands.

Thomas Wayne, Martha Wayne, Bruce Wayne and Alfred Pennyworth are all DC characters who appear in Joker with no ambiguity; if the Arkham Hospital employee was Harley, it would have been somewhat apparent.
