Tarantino claims that this is his 9th movie but I count 10

Does Tarantino count both Kill Bill movies as one or does he ignore Death Proof because it's part of Grindhouse?

I think he counts KB as 1. DP counts as 1

Eleven if you count Four Rooms.

Tarantino only directed one segment in Four Rooms not the whole movie. So it doesn't count.

It had it's moments, the pay off scene at the end was fun though.

Yes. Tarantino filmed both films simultaneously and intended to release them as one film, but reportedly the once mighty Harvey Weinstein (eek) pressured Tarantino into cutting the film in half.

However different they feel to some people, the bottom line is Tarantino considers Kill Bill 1 & 2 to be a single film.
