Is the whole thing meant to be tongue in cheek?

I really hope it wasn’t meant to be actual science fiction or speculative fiction or whatever you want to call it. For me it fell in an uncanny valley somewhere between sci-fi horror and Monty Python. Not plausible or scary enough for the former, and not quite ridiculous enough to be comically enjoyable like the latter.
