Why "Overseer"?

I always thought this was a strange name for the public to give Dunn's character.

Beats "Tip-Toe Man" and "The Green Guard," admittedly, but "Overseer" seems to rely on his clairvoyant abilities, which the public wouldn't necessarily know about.
