Does it get better?

I'm two episodes in but I'm feeling little interest in the show. After two hours, I don't feel I know (or care about) any of the characters and the corruption plot seems unimportant and uninvolving. Stranger has really good reviews but I can't see any evidence of the intelligent and gripping show that reviewers are talking about. Should I keep going?
