Where did the terminator who killed you-know-who come from?

If Sarah prevented Skynet from existing, who sent this terminator back in time?

Or are they saying that this terminator was roaming the world before Sarah prevented Skynet (which I'm guessing she achieved by destroying that arm in T2?) and then eventually located John?

He was sent from Skynet in a future that existed before Cyberdyne was destroyed.

They sent multiple terminators back in different locations to increase the chance of success.
