What was Carl's joke about the chip bag?

I saw this in a LOUD Dolby theater so I had to wear earplugs. I didn't catch all the dialog as a result.

At one point Carl (Arnold) makes a joke about Sarah Connor putting the phone in the foil bag and how he was able to still track her. It got a big laugh but I didn't understand what he said. What did he say?

something like, "if you want to keep your phone in a bag of potato chips, keep it in the bag of potato chips"

which I took to mean, she didn't keep it wrapped up all the time (how could she, if she ever wanted to use it), and "Carl" was able to track it during those moments out-of-bag
