I wanted to see a Purge Movie, not a black gangsta movie

Exactly, plus they literally deconstructed and killed their own concept. So the first purge was just a fake purge with militias wipping out ghettos which make it super boring from day one and "normal" people saves the day but the the purge nonetheless spread to the whole country which makes zero sense.

The only thing I liked was, that people were actually not really participating - and had to be forced to do it. Makes more sense to me, as opposed to many people going on a killing spree insteadly.

But - by far the worst of the 4 movies and a lot worse than the show.
